When I use it on me or anyone else it just says "Not enough Mind". I have 720, wouldn't that be enough?

I believe you need 800+ mind to use it.

I can't use it either, and I'm not going to migrate my stats just for that.

In beta you needed a honking 1000 mind. Don't know if they changed it somewhere down the road though, someone will correct me, I'm sure, if that's the case.

How much does it heal for?

If it is a complete heal, that may be useful for use on big pets.
