Can i use Stim D's if i go 3-0-4-0 i only have 27 point to use after Novice Medic
Please help me out!

Yes, you'll be able to use D-stims with 0040. It's even possible to use E-stims at that point if the crafter puts some experimentation points into Ease of Use.

another question, is it important to get as far up the first aid as possible? if so why?

The First Aid line adds bonuses to your damage heals. This is the "injury treatment" bonus. At Novice Medic, you get a +5 bonus, and the First Aid skill boxes give you +15, +15, +15, +25.
So, if you had 3040, then you would get+50 (which is essentially50%) bonus to your damage heals.

Also, you get the ability to heal bleeds with the /firstaid skill at First Aid2 (2000).
