I am considering picking up a bit more medic as part of my PvE template, anywho, my question is.....lets say I'm 2xxx medic, that gives me the ability to apply first aid and to stop or decrease the bleed dmg, now if I were say, 4xxx in medic, would that make me more efficient at stopping a bleed or decreasing the dmg? Thanks for ya time.

Yes. The amount of bleed damage you can prevent with /firstaid increases with your injury treatment modifer.
