Some recent observations:
1.) First aid doesn't go in the combat queue.
2.) I still have problems with the /healdamage shooting off before the healing timer has run its course.
- Similar problems with all healing commands that go into the queue: /healstate, etc.
Can anybody confirm this stuff?

1.) True, it never has.
2.) I think the problem you're having comes from the healing timer being seperate from the combat queue. I would hate to see that changed. If the healing timer were put in the queue, then we would not be able to do any combat action until the healing timer ran out. That would result in all medics becoming frozen for the duration of the timer. Us CMs already have to put up with being rooted whenever we use a ranged med, this would be even worse.

Okay Obata, I kind of see your point. BUT, then why put healing commands in the combat queue anyway? The way I figure it, if I put a healing command in the queue, I've put it at a higher priority than a combat. So why should my healing fizzle out because of some timer that isn't represented in the combat queue and make the default attack go in the healing's place, furthur pushing my next possible heal to a later time.
Granted, I figure this problem I'm experiencing is an unintended effect, but it does get quite annoying.

Heals have always gone into the combat queue. At first, all heals were the way first aid is now in that we couldn't see them in the queue, but they still had to wait for any combat actions that were scheduled ahead of them. A few publishes ago, the devs added healing to the queue (something we'd been asking for), so that we could see where the heals fell and know when to expect a heal to occur. If you try to hit a second heal before the healing timer has fully elapsed, you will get the system message that tells you that you have to wait before you can heal more damage, and the second healing action is removed from the queue. They aren't pushed back. If you don't want your heals to wait for all the combat moves in the queue, then you can write a short macro to clear the combat queue and thenheal damage. Many medics use one.
I don't have any issue with healing going into the queue. I do have a problem with healing actions being dependant on weapon speed though. As it stands, if you have a slow weapon equipped, your heals are subject to the same delay that you would have between shots/hits, even if you do not have any specials in your queue. The only way to avoid that delay is to stay out of combat. That's one reason that many healers use pistols, as they have a very short delay.
