I'm a bit confused about how, exactly, faction issues work in regard to healing.

I've noticed that I, although not overt or covert, can't heal Imperial overts. I've got about 200 Rebel faction. If anyone out there knows how the system works, please fill me in.....

I'd also suggest that this rule/limitation be eliminated within medical centers (if technically possible) -- I don't know of any hospitals that apply a loyalty test for admission.

neutrals can heal no overts.

Coverts can heal overts of the same side but get a TEF and can be killed by the opposing faction then.
