I just got to organic chemistry 2 and I should be able to build stimpack b. However, the draft schematic is not in my generic crafting tool. Is there something special I need to make a stimpack b ? Or am I missing another skill besides Chemistry 2 that I need to make a stimpack b ?

You need a Food and Chemical Crafting tool to make those. Check the bazaar, Ask a Friend or just ask that you want 50-100cr's normally.
