Do you mean you DON'T get XP for using stims? SInce stims don't heal wounds.
The only situations in which I can think that a stim will not give XP is by stimming yourself or stimming a pet.
Pets do give XP fro wound healing, however. Is that they problem?

you get medic exp for three things:
healing wounds on someone other than yourself (i dont think you get exp from pets)
healing stats on someone other than yourself (you dont get exp from pets)
crafting medical supplies

you get roughly 1/4 exp of the amount that you healed someone with a stim
you get rougly 2X as much exp from healing someone with a woundpack

Are you capped? You'll only get XP for up to twice the amount of the highest box you have filled in Medic OR 80,000, whichever is lower.
