I am grinding Novice Medic at the moment (2/1/2/1). DO I have to get doctoir before I can start providing H and A buffs? I am a wookie and see this as the most effective way of countering the lack of armour for my completely nerfed race...

This is the medic board. Buffing is a doctor ability, not a medic ability.

You need 0-2-0-0 in doctor to apply the (really bad) enhance pack A. There are also B, CandD packs.

What people usually refer to as "buffs" is the D enhance packs. I've never been buffed with anything else. To use D packs you need minimum doctor 0-2-4-0. You will be able to use some rare experimented health and action D packs at 0-2-3-0 but to buff the sub-stats with Ds you need the full 0-2-4-0. To get the biggest buff out of a D pack you need Master Doctor and +25 wound treatment clothing and +25 wound treatment Bivoli Tempari.
