So I was playing around last night trying to craft some uber stimbs for some of my guildies and I kept running into a power-cap on my ALSs. With nothing but great successes on the original crafting and on all subsequents experiments I'd hit 172 power with 1 exp point left over I couldn't use. I was using berries and water with OQs in the mid to high 900s. Even when I got an amazing success on the initial craft the base power before experimenting was the same as a great success, and again capped at 172 with exp points left. I'm guessing that I was hitting the absolute limit due to resources or something like that...but some confirmation would be nice.
Thanks.

Yes. Resource attributes (in this case your OQ and PE ratings) will cap how much you can experiment on something. Only wil 1000 OQ & PE resources would you be able to "max out" your ALSs and experiment out to a full 100% on the Effectiveness bar. (Although technically even that would be a cap if you had, say, 12 EPs to work with because of experimentation skill tapes, for example.)
