My experience on Lowca in the Coronet and Theed cantinas are that there is a veritable cornucopia of AFK entertainers/dancers that burn 20 action every15 seconds. Mostof their action bars are healed up. Seems like the cantinas are all on auto-pilot ("Tips are appreciated!" "Invite me if I'm not in a group already!" and "Please heal my action if it gets low!".
I had more luck at the medical center trying to squeeze in heals on the community tumbler.
I go to my cantina when its time for me to go to sleep, find a nice afk macro-tainer and set myself up as a nice afk macro-medic.

/pause xx; (whatever seems to be right based on there dance/playing)
/ui toolbarSlotXX;
And thats it. I wake up before server down to get ready for work, go to the computer, 6-7 hours of afk med xp. I'll master medic maybe not in a day, but I won't go bonkers fighing/begging/paying for tumblers either. Tumblers don't need to tumble for any reason, and they only want your heals because they want your cash. Entertainers have to take this damage, and they really want your heals. So you're an entertainers best friend, you just may not know it yet.

Stim B's, Stim C's... The important part here is to time your heals so that you don't waste any of it. In other words, if you have a stim C that heals for 621/621, you don't want to heal the person when they've only lost 200 health. So just adjust your healing accordingly to the stims you have.
