ok ive heard that there is a schematic thatdrops called a small stimpack A+ what npc drops that schematic and if there are any other what are they and where can i get them PS:if you have any schematics ill buy for 7k each

No npc "drops" this schematic. It's a quest reward from an Imperial officer standing outside Bestine medical center. It's a 1 off item, the Stim A+ heals mind damage as well.
