I have a toon that will soon have 4-0-4-0 in Medic.

What I'm needing to know is what is the highest wound pack and stim I could use with aIV Pharmacutical skill?

You can use all Stim C's, and properly made Stim D's. (Possibly properly made Stim E's, although those aren't worth finding a doctor for...)

I think you can also use wound pack C's. Possibly D's as well. However, a well made wound pack B is more than enough for the vast majorityof cases.

I belive that my woundpack Cs naturally come out at just under 50 med use with excellent resources. You probably could get a doc to experiment this down to 40 (a 12-point doc would help a lot here), but I'm not sure this would end up being more powerful than a really good B.
