What's a good OQ and PE? What kind of hides give good OQ? or PE?
Do I have to look for 900+ OQ?

The higher the better... also, with organic chem 3, you are going to be hard pressed beating a master chemist. Always use >850 OQ if you can, the higher, the better. Experiment on all components... advanced components are even better. OQ isn't the only thing to worry about... remember check other stats too.

hides and bone are terrible as organics since they have no PE...
stick with meats

My stimpack really sucks. My stimpack 2 heal stat is only around 100. I have seen simpack B heal stat more than 200's. How to craft such high quality stimpack?

High Overall Quality resources helps quite a bit. So does expermentation. And if you can make them, advanced components make a large difference as well.
Look for resources with high OQ and if possible, Potential Energy as well. That's the first place that will help you.
