It seems like too much of a hassel to use crafting tools to make mid to high grade meds like stim C and up but it also seems overkill to buy a factory. Is there another way or just the two ways to go?

Well, you can not make them at all and buy them from the bazaar or vendors or people with factories. Or you can buy factory crates of sub-components and do the final assembly yourself.
