depends on the current shift...
only way to find out is to whip out the mineral or chem or gas tool and survey

Well Fiberplast always seems super easy to find in high concentrations. Course that will give you more charges as opposed to better healing because it has unit toughness but no potential energy. But I prefer more charges because you always get to use every single charge as opposed to getting a guaranteed healing value. In other words, if you get maybe 50 more healing value, its still random healing amount between 25% and 200% so the extra 50 is dubious I think.

I don't know about easiest, but I have had good luck finding copper with good stats (high maleability especially which really helps keep you from failing during experimentation).
