What setting do I use to make the mouse able to steer my ship the way it used too when JTL first came out? I have no joystick that functions with any current game, and it's software package is so old it doesn't even install in Win XP.

I don't know what joystick you have, but you should be able to use at least some of its functions by going to control panel->game controllers and then clicking the "Add" button. Near the top of the list will be generic joystick entries such as "2-axis 4-button" and such that are designed specifically to offer limited functionality to any joystick.
