In Deep space: CorSec is rebel aligned, RSF is imperial aligned, Smugglers Alliance can be attackable by anyone.

CorSec can go either way...for the zillionth time. SA is also not attackable by both sides in deep space, since they have to enter as a rebel or an imp.
I believe CorSec to be good squad and very doable alone into or through tier 4, depending on your skills and equip. You can chose to kill either rebel or imperial corvette for master, so you can find wingmen as you go and call on whichever group is bigger when you are ready for the vette (keeping in mind, you will need less imperial wingmen because of bstrike)
RSF is imperial bound. You will have to gain access to the Emp's Retreat via themepark missions or new specific quest (not tough I hear) and you will have a mission to do to gain landing rights at the retreat.
Smugg's Alliance is mostly neutral but must kill an imperial corvette for master. Jabba's Palace access and landing rights stuff to do similar to RSF.
I say the true neutral goes CorSec.
(Let me also add that the previous poster might have been thinking of how Kessel handled privateers before it lost pvp. Still, he was incorrect in that CorSec was attackable by and could attack ANY faction other than CorSec. Similarly there, SA could also be attacked by and attack ANY other faction other than fellow SA and Hutt's. RSF limits were RSF and Imperials. At some point there will be other open pvp zones I am sure where declaring rebel/imperial is not a requirement and this is how those squads will likely perform.)
