No, you cannot be a Rebel on ground and Imp in space or vice versa. I believe Washell has all possible configuarations in his sig if you want to look.
For the short version: Rebel ground-> Rebel Space/Neutral space (but primarily Corsec or Smugglers Alliance, as RSF is Imperial aligned)
Neutral ground-> Any space faction (with some exceptions, see below)
Imperial ground-> Imperial Space/Neutral space (but primarily Corsec or RSF, as Smugglers is Alliance aligned)
Rebel Squadron Vortex requires you to be a Rebel Combatant on the ground, at least to do the missions. You cannot enter the Dantooine Rebel base and meet with the tier 2 and 3 trainers unless you are.
Imperial Inquisition requires you to be Imperial Combatant on the ground, as the missions are taken from the Imperial Theme Park, which you can't enter otherwise.

Mostly. I think you've got it right, but just to clarify -
If you are factioned on the ground, you can only join that faction and ANY freelance group. If you are neutral on the ground, you can only be freelance in space.
So Rebel on the ground- Rebel in space or ANY freelance, although RSF will require you kill rebels (not a problem unless you're a roleplayer).
Imperial on the ground - Imperial in space or ANY freelance, although Smuggler's Alliance will require you to kill Imperials, see above.
You cannot be neutral and join a space factioned squadron, since they require you to enlist in the military.
Also, dropping one of the factions (rebel or Imperial) will cost you all of your pilot skills if you are factioned in space. If you are Freelance in space you can change ground faction at will.
