yes it's bugged but you should be able to do what you're trying to do. It doesn't break until you get the Y-8 escort mission from him. You probably have the same problem I had when I had the mining mission in my datapad and tried to take another mission from my tier 3 pilot trainer, told me I was working for someone, so I dropped the mining mission and that fixed it. So if you have a pilot trainer mission that you haven't completed you might try completing it or if it shows in your datapad just abort it you can always get it again.
