When Loading in to a starport or shuttleport or cloneing. you are labeled overt, but cannot be attacked, this is not dissengated until you click yes. You CAN NOT move during this timeframe.

Originalidea was scraped due to its exploitable flaw. The original Idea could theoreticly be implemented so that you could not move, but it is still exploitable, the revised version has eleminated all exploitability.
