At Colonel (the highest rank in game), it takes 118 FP to send 100. What I'd like to know is if that's across the board, or do Imperial aliens get the shaft on this too? And if we do get the shaft, what is the actual cost?

A quick question for you, if you can help :
Are you able to use FP to buyships of a Faction Recruiter NPC?
Sorry, to bother you with this, but I live in the UK so won't be able to get JTL until...well, I have no idea

Very good question,
I would doubt that you would be able to since the faction recruiters are all ground based(colonel's, etc.) but its worth a shot. I'm sure you would have to be overt in order to do it as well. Same as buying armor/installations etc.

Atm you cant, even If you could, they would be very expensive and I dont think most people are bothered to go get all that FP...

FP has no use in JTL. At one point i think they were going to have FPs be part of the process but they must have taken it out.

I transfered from Imp to Reb so I could master their squadrons and run the themepark and corvette etc. I'm looking to eventually go back to Imp and I heard that If I was neutral pilot I could declare either way for fp. Is that true?

You can declare in space for whatever faction you are a member of on the ground. If you have no ground faction, you can not declare in space.
