if a player wants to make a shipwright toon do they need a copy of JTL even if they dont want to go in space at all?

Yes, SW is exclusive to the JTL expansion. You must buy JTL if you wish to play a SW. You must also buy JTL if you wish to play as an Ithorian or Sullustian.

Although the game will still be playable if you dont have the JTL expansion, none of the JTL content will be open and playable to you. You will be able to see the new species but not actually play as one. You will be able to buy ships and parts but not actually fly / use them. My advise, just get the expansion anyway

I'm not so sure. You need JTL in order to fly the ships, certainly, but I'm not sure about making them.
