The devs decided to not add this.
Too many issues and not enough time.

because thats a whole new game..atmoshperic flight..
AND u have a pure twitch game integrated into a system which is real time "skill" based on player mods...thats a no-no

A possibility would be to have the atmosphere as a separate "bit" - a confined, instanced environment that has no connection with the ground. You could have Skyhooks acting like Space stations. When you want to land, you fly towards the city, select the starport, and land in it, same as you would a space station.
For something like Tatooine, Naboo or Corellia, it'd be kind of boring, unless there were faction missions involved, like "stop the Imperial Bombers" or something. That sort of thing would end up being more like Rogue Squadron was. There could be things like Beggar's Canyon, where you could drop down to ground level (an instanced version), but that might be complicated. However, it would be cool on a planet like Bespin (if it were added), where the atmosphere is pretty big. On most planets, it'd be a shallow plane of operation...but on Bespin, it could be much bigger.
Some planets could have "no fly zones". If the atmosphere and the ground were linked in some way, so that player cities and bases were displayed, you could have anti-aircraft guns at your faction bases, and they could be attacked from the air. If an arial assault began on a vulnerable base, people could either launch their fighters into the atmosphere (from a faction base Landing Zone), and combat them, or they could access a turret. Instead of working like a normal turret, anti-aircraft turrets would let them only shoot things in the "atmosphere" zone...so you'd need to load into one of these. You'd be like a stationary fighter, basically.
On top of that, it'd be cool if you could either land at faction-constructed (like a base) "airfields", and also enter space from an atmosphere...and visa versa. The atmosphere could, in theory, be added as an intermediary between space and the ground, for things such as faction bases. For Starports though, you could land directly, as they'd have predesignated flight paths through the atmosphere, that you couldn't deviate from.
Also, some fighters have problems in atmospheres. Everything would be slower, but something like the TIE Fighter has yaw (left/right) problems, because of the wings. That would have to either be accounted for, or ignored.
It would let us have airspeeders, though...that could be fun.
It'd take a heck of a lot of coding. Like someone said...sounds like another expansion...or a pretty major publish. It'd be fun to be able to do both space combat, arial combat and ground combat missions, all in the same game, though...

Besides all SOE games have always used "zones". You can't just visit another zone by walking into it. The game "loads" up the zone, you get a loading screen, and then you enter the zone. I was surprised they put entire planets on the same zone. Try playing their other games where a section of a city is a zone.

The technology isn't at the point where we can do this. Maybe in the next couple of years it will be.

I'll tell you why atmospheric flight wont be added in.
Because then, every Jedi and their brother will be petitioning to be able to saber block turbolasers and torpedoes.

I imagine later on down the line you'll be able to land on planets, that would be great.
