In tier 4 the 2nd mission i got was to disable this freighter with these industrial componeants and then dock with it. The problem is that you can't damage the ship once you find it, it gives that sound when yuo shoot something that you can't damage. I've had people group with me and try to do it but still nothing. None of the freighters there can be damage even if you inspect them and no matter who is in the group.

Is this a bug or am i doing something wrong?

That ship might belong to someone else who is doing the same mission, look around for another one.

Its not, they warp in right when i get near there every time i've tried it. I've gone a few time and other times with a group to see if any of them can damage it.
