what is it exactly? i know that shipwrights use it to be able to make better parts, but is that it?

shipwrights take the RE parts and put them in a analyzing tool that they craft.

The parts must be the same type and same RE level.

exaple
RE level 4 shield needs 4 shields to put into tool then open radail on tool and analyzer,
it will take the best stat's off of each shield plus 3% and give you back 1 shield cert level 4.

If you use good items you get back a better item.

The name on the part does not have to be the same to RE just the type, you can't use a level 4 armor, level 4 weapon, level 4 reactor and level 4 shield.

First item in will give you look of item up and use same name if you do not change it.

You will also find cert and RE level are not always the same, you will see a Level 4 cert with a level 2 reverse engineering, in this case a cert level 4 item is combine with another level 2 re item in this case you only need 2 parts. If level 4 item is put in frist it comes out as a cert level 4 if the level 2 part is put in frist it comes out as a level 2 cert.
