I was wondering this too. I didn't play beta but I was under the impression that you could travel to any planet from any other using your ship. I found a loophole around this problem though, it just takes a little more time. Instead of using the travel option launch into space and use hyperspace. Once you get to the system for the planet you need, go the space station and choose to land. It takes a while longer but you don't have to pay travel fees and you can shoot up some ships on the way if you like.
