After sending 2 e-mails and waiting several days for an answer I have received the following (preordered 6th Oct. 2004):

Dear Customer,

I apologize for the confusion. On our international shipping orders it
is GameStop.com's policy to ship all bonus materials with the actual
product
itself to reduce shipping costs to you the consumer. I
apologize for any confusion this may have caused and thank you for
shopping with us.
