What can a Neutral do in deep space? I'm a rebel on the ground and when I declare in space the Neutral station wont speak to me, the rebel station says I need more prestige points to enter. I have 500,000 prestige points this should be enough to go.
So my question is, if I go as neutral do I have the option to declare in deep space so I can participate in PvP, or are Neutrals just left out.

Neutrals jump from the "Last Nav Deep Space Station" in Dathomier (4th jump in is the closest).
If you want to enter it you need to be a Master pilot and have to have 30k of Prestige for each entry of Deep Space.
Whenst jumping you will be asked for which faction you wish to go into DS. You MUST Choose one.
If you are rebel allied the you get to kill the ISD If you are IMP Allied you can do the reb space station.
Hope that helps ya

And, to add to the above info, as a Freelance you cannot declare before entering DS or gain faction there.
