best place at that level for loot hunting (as well as grinding im sure you'll find) is the Nym's Hovel quadrant of Lok. Tier 3 fighters are all around this place, including Tier 3 Corsair Sloops (riding around in z-95 headhunters), Tier 2/3 Kimogila Fanatics. the Kimogila Fanatics are my personal favorite, because even though they have a spreading of tier 2's, they fly slower, larger ships that make for faster killing, and thus faster looting. The Corsair Sloops are just as good however, and they will always spawn tier 3. just takes a little longer to kill is all. Be careful, because until you are absolutely sure of your skills, you must be wary of agro. these pirates are red on the radar, and if your shields get low do not hesitate to use either IFF Transponder Scramble or Emergency Shields. if you can, fly with a partner (better for XP, not so much for loot).

just an FYI, you dont actually need XP to get your skills in tier 3... these are gained by doing elongated quests, and you are not charged XP to train. however, you will need to begin saving for your first tier 4 skills, as they DO require XP to train in. good luck
