A pilot piloting the YT-1300 without anyone in the turrets is able to fire the turrets, so you're not helpless. However, having players in the turrets will give you an edge because each turret can act independently and provide greater coverage.

Blackman says alot. Most of it stupid from what I've seen.
He also said that the only reason anyone was disgruntled with the game was because we coudln't fly yet, and anyone who has issues with the Jedi profession and doesn't want to be one should try fighting along side one to make all your concerns go away.
So who knows if it really started out to be like that or not. Blackman's word isn't worth the dynamite it would take to blow it to hell.

Also, may I point out that this Blackman said this back in May. That's 6 months ago, 5 before beta started. They made the decision in beta, or perhaps just before, to make the MP ships truly multiplayer, and that decision was supported by a majority of beta testers, is supported by a majority of live players, and is supported by canon.

Or maybe those are the way turrets are intended to work, and they could be bugged.
