Actually, both my LEGO collector's TIE Interceptor and my model kit of Darth Vader's TIE (Advanced) has these slits. Guess I should go watch the DVD to double-check with the actual source, but so far it does look like you are wrong, and TIEs do have these slits...

Actually, having just viewed Ep IV-VI, I can tell you that you can see the slits from all the in-cockpit shots of Vader and other Stormtroopers ...But I still like the Lego finding better.

So... Going by the lego model, they're stickers on top of building blocks. On the advanced model kit, they're windows of transparent plastic.

My guess would be windows, then.

The slits exist in the movies. And they are windows, not open air or else you would die from the severe coldness, unless the seats had warmers in them =)
