can players sell ships that are already built ? i mean, if i have a tier or lvl 1 ship that i purchased and then later i purchase a lvl 2 ship, can i sell my lvl 1 to an other player instead of them buying a new one?

It is possible to redeed ships once all components are removed, so the answer to your question is Yes


As you will find the components that worked best on your old fighter will work best on your new one as well, you'll probably only want to sell the chassis anyway.

I believe you could trade ships in the datapad in beta but you couldn't use them. Only the original owner could. Most likely they disabled this feature when they added the redeed ability.

Edit: I have not tested this, it's a pure guess at this point.
