i heard people discussing this. i also hear complaints non smugglers can join it. what is the alliance and whats all the hub bub?

It is the criminal training/mission path through the Privateer profession.

If you want to be a Privateer and work for the underworld (ie Jabba, Nym, Talon Karrde, et al) then join the Smuggler's Alliance. Your other options are CorSec and RSF, which are both law enforcement organizations of sorts.
The "hub bub" is more of a "it would be cool if" kinda thing. Being in the Smuggler's Alliance doesn't make you a Smuggler. There are two missions that very very very slightly resemble smuggling and it caused a small uproar, but otherwise you're just a freelance merc working for some of the biggest criminal kingpins in the galaxy.
