I've heard differing things about the condition of ships. I heard that only ship components decay and have to be replaced, but the actual ships never get destroyed. So the chassis's last forever, but the components dont.
Now someone else said that thechassisdoes in fact decay, eventually to 0.
Which is it?

chassis dont decay and im not sure about components but they will probably decay but you definatley wont lose your ship

your ship's componets decay but the chassis itself cannot be destroyed. You can strip down the ship of all it's components and replace them with new ones and the total condition of the ship goes back to 100%. Ships can also be re-deeded so you dont have to destroy the ship chassis thats in your data pad if you need more room for a new ship.

The hitpoints of the chassis drops. I just made another chassis to test this, but when I go to make an X-Wing chassis, the base hitpoints of the chassis is around 1600 and was experimented to around 1800 or so. However, my current X-Wing has been damaged, destroyed and repaired, and the current hitpoints are around 800, and that's with the chassis supposedly being at 100%.
I don't know if the chassis will eventually "poof" if the hitpoints get low enough. However, the reduced number of hitpoints means fewer hits before you die if your shields and armor have been pounded enough.
Maybe you can have a chassis that eventually goes down to 1 hitpoint but never poofs, so you never lose the ship. I dunno.

Also, 1800 hitpoints doesnt sound like very much. If you're armor and shielding stayed the same, but the chassis stayed at, say, 600 hitpoints, would it make that much of a difference?

Nah. The hitpoints on the ship shouldn't matter that much as long as you have shields or armor left. Those are always the first to go. After that come "systems" and "chassis".
When the chassis starts taking damage is when you obviously have to repair it and get fewer hitpoints available because ofdecay. You can repair at a space station after you've launched, or have a chassis repair kit and use the "repair chassis" button from the "Manage" window for your ship (which you can use on the ground at a Starship Terminal).
As long as you have hitpoints, you shouldn't have to replace a ship (although I don't know if there's a minimum, LOL)....it's just that with fewer hitpoints on the chassis, you'll die quicker once they get through your shields and armor. Then again, if they've already knocked out things like engines and so on, you're already defeated regardless of hitpoints, anyway. 
It may be quite possible you can have a chassis with a single hitpoint on it and never actually lose the ship.I've never gotten the ship's hitpoints low enough to find out the answer to that. I was just trying to say that it appears that you do get decay on the ship.
