im only teir 1 working on teir 2. my Y wing cant take any abuse at all. so what are my options as far as sheild generators?

Loot is your friend here. Spend some time blowing up tier 1 ships and pray for loot. If you have tier 1 component skill already you should be able to use tier 2/3 stuff so you could try and buy somethinb but most places only sell level 4+
