As a rebel pilot can I use the overcharge programs? How do I get these if so? I have yet to figure out the astromech thing :\

yes you can.. you need to get the ready chips from vendors or other players.
When you have a droid, right click it in your datapad and click "program droid" then add in your ready chip, and poof.
Granted you have enough space..

Who programs the chips? Shipwright or smugglers or something? Do they have to be the proper faction to program the chips or can they program all?

Opposite faction pilots program the chips for use by other pilots.

hi! I am a 4444 alliance pilot working on my master box and had a question or 2 about droid programs. I have been using them for awhile now but as I recently got certified for lvl 5 astromechs/fc I got one of each and some new programs. I installed WO4, CO4, CTSS4, extreme shields front, extreme shields rear and sheilds normalization. For some reason when I launched not all of the programs showed up in my actions menu. WO4 was there as well as the shield adjustments but the CTSS4 and CO4 weren't there though they were programmed into my droid. I must be missing something....are these others master lvl programs maybe and thats why I can't use them??

No, you can use them at any level. Try landing, logging out and see if that fixes it. Double check that they're really loaded.
I had some issues last night programming a flight computer, similar issue. The programs just didn't show up until I'd zoned. Really wierd.

ok I will try that, and yes my problem was with a flight computer v5 also. I bought the R5 astromech but havent programmed him yet as I'm flying the Awing atm.
