Or they could just be blunt about it.

Ok please tell me this is not what the guy is going to say a Colonel or is this another time when rank doesnt mean a damn thing. Atleast make him say "Hey Colonel I hear you are thinking about joining the Navy and becoming a pilot blah blah blah..."
for the love of god make rank mean something.

ummm rank should maybe have a part in what ships you can fly, but not if you can join the Imperial navy...

how about add some creativity
"hey colonel i hear oyu wnat to join the navy and become a pilot. Now im sure you got real comfy being a colonel in the army but we do things differently here and you will have to start out with the grunts like everyone else.."

If you are referring to the Imperial pilot trainer, he is in the Imperial Navy. Your rank is with the Imperial Army. Two different organizations under the same Imperial rule. If you're in the army and choosing to fly a star fighter then yes, you are volunteering for service within the Navy. I see no problem with this.
