Have you guys ever considered doging the fire? I usually kill Decimators with my A-Wing without having to stop to reload my shields...
All AI guns require you to move static and / or fly straight towards them in order to hit you. And they take a while to readjust their guns when you are moving fast....
I wrote a small guide how to practise dodging enemy fire i so maybe you can pick some ideas here...
It is really no problem to even dodge the fire of a tier5 decimator in Deep Space while shooting at it in an A-Wing.
They are by no means hitting 100% of the time... It's more like the almost never hit as long as you don't move static and are in a fast and agile ship.
If you have problems with this try to do for example the tier4 duty missions.... the minute the next wave spawns try to use roll while flying into their direction(you must not fly straight to them... try left and right or up and down till you are past them) and they wont hit you a single time when they fly towards you. It is really all about skill when you are flying. Once you have learned this way of dodging enemy fire you can also start picking on tier 3 gunships for example and try to dodge their fire while shooting them down... once you are able to pull this off everytime you should move on to decimators in deep space (try to find single ones) and then after that you can pick on those decimator doublettes or pick a decimator next to a gunship... and the show goes on like this....
