What does the message "(Unlocalized) This item cannot be manipulated by you"

Mean when you are trying to place ship componets in your ship. I get this message all the time and then it doesnt allow me to place the item in my ship. If anyone knows I sure would appreciate the help.

When i got this message it's usually because the item i try to equip is stored in my yacht, it still shows up on the manage window though.

I got this message only when I load missiles and countermeasure packs into my launchers.

Same here, though my missiles are in crates ina bag, so either of those could be causing the message, the stuff still loads however
