Any pilot can use any other faction's droid programs provided you can find someone to burn them for you. This isn't illegal, as it's mentioned this can be done in, of all things, the JTL *MANUAL*. To use EO4, you'll need Reactor Overload 3 or 4...and preferably, you'd want to be an Ace with Deep Space access. Personally, you typically won't need more than what EO3 provides, and EO3 doesn't inflict decayable damage (only 8 points).
Why an Ace? Because the IV-level programs inflict 16 points of damage to the armor of your components, which doesn't repair without decay (if you repair at a station). If you merely enter DS and leave as quickly as possible (or even if you're jumped and killed - which is a highly unlikely scenario), all damage inflicted even in areas outside DS is repaired free of charge, with no decay.
So there IS an upside to being an Ace - you're able to prolong the life of your armor plating (or partially damaged subcomponents, provided you can still move) for the cost of 30,000 prestige. When you have over 56 million to spare like myself, you can afford it.
