W_T_F is up with the reb vette spawn in Kessle?!! Is it once a day? Once every few hours? Random?

I've been there a few times with groups and we've killed it, but in the past two days (now that I need it for my characters' progression) I've been with different groups and have spent 3-5 hours looking/waiting for that damn thing while watching the Imp vette jump in and out every hour untouched. Once we find the reb vette do we get the Hero of Kessle ring with 50 ship repairs on it? Who's piloting that thing?

On a Star Warsy level I know that a person is more likely to see an Imperial ship before they would see an Alliance one but when Ace pilot is only a dead vette away it starts to get to you.
