The subject says it all....

Can you take a non JTL enabled player as a passanger on a multi passanger ship or do you have to have JTL to go up as passenger ?

Passengers have to have JTL.

From a business standpoint it would make more sense to allow them to. Kind of like a test drive for a car you go in someones yacht see space and have to run to and buy a copy so you can fly to.

I think they should be able to go up in space even though they don't have JTL.

Would be fun if you could act as a "public transport" for ppl, since all JTL enabled ppl will

have their own ships.

I hope this Is true, I can then charge non-JTL enabled people money to ferry them across different planets

if they dont have jtl, they cant go in space, not even on a multi=passenger. the main reason being is because they dont have the new software for space on their computer
