ok im 1-1-1-1 in the tree so the guy go tells me to talk to the guy in the capitol building in bestine that guy then tells me to go to talus. when i get there i go to the imp outpost but theres only a girl that is epilision and only gives me duties can anyone help a lost storm squadron piolet and please tell me where the mission giver is on talus.!!!

I think you are talking to the wrong person in bestine. The mission giver for tier 2 storm squadron is in the Capitol building in bestine. He is in the same room as Victor. As you walk in, its the room on the right.
