If you are a rebel on the ground and go privateer in space, then yes you can. The YT-1300 is in the privateer piloting tree only.

If you go Rebel Alliance pilot you get the YLK37R.

No. The rebels get the Nova Courier multi-person transport at Master level. Only Privateers can get the YT-1300.

If you mean by rebel that you are a covert/overt Rebel on the ground then yes you can, you just need to be a privateer pilot. You can still declare yourself overt for the Rebellion when you want. You just don't get access to all of the alphabet soup fighters.
