I've finished all the missions for the guy in tyrena and now he just gives me two missions that never end, patrol and escort. When I go to Lok the pilot there tells me she's heard I'm working for another part of the rebel navy. How do I end tier 1 andstart tier 2?

Have you completed all 4 boxes in Tier 1? If not, take the missions, and build up the XP finish the last boxes and then you will be sent to Lok.

If so, then report a bug.
