I know that the ARC has a pilot and two gunners... Do the gunners get to choose which position they get?

Nope. If you have two people, the second person will always go to the second gunner slot.

why waste your mass/energy on 3 weak guns for 3 different gunners when you can get 1 bigger gun for the driver. Only purpose for the extra seats in the arc170 is to power level your friends/alts through piloting xp.

rc -170 is crap in my opinion its for looks only

As much as I love the way the ARC-170 looks, the gunner turrets are next to worthless if you plan to dogfight in it. It's best used as a gunner platform if you plan to let your gunners do the shooting, otherwise you'll just make them have to use the airsickness bags.
