I think they should allow Non JTL People to travel in Multi Pasanger Ships. We know all the Code is there for them. I belive it would be good advertizment because when they saw what it was liked they would be quicker to buy it.

And they should be able to own ships even if they cant fly them
Well the code is there for them to fly so they should be able to fly ships.
And they should be able to create character with the new race since these walk around on the ground.

At some point you have to draw the line and since it is Jump To Lightspeed, you have to buy it to jump to lightspeed. Being a passenger on these ships is a benefit.
As far as advertising, if they already dont know, what will they learn about being a passenger. They can be ferred anywhere they wnat, they can participate in space without spending a dime.

A non-JTL player does not have all the art assets and whatnot to show all of the ship interiors/exteriors. So, that's not going to happen.

So they add non-JTL on POB ships...now we need to code to see if they're able to pilot or not, but if the ship has them with permissions, who is right? The code, or the ship? Oh, the level of checks necessary to see if some random person is able to sit in a chair and be useful.
Better to let them on the ground and gate it there if they're non-JTL enabled. Leaves more time to coding bug fixes instead of introducing new levels of complexity which will just lead to new exploits...the JOY! The sheer unmitigated JOY!
Plus...there needs to be some reasons for people to get JTL other than pilot wanna-bes. Wanna see Endor from space, buy JTL...wanna craft ships, buy JTL...etc, etc, etc.

They are in it for the money, you can't expect them to give you half of it for free. Harsh but true. Sorry. 
Still, whilst the view from the Yacht is truely gorgeous you would soon get bored of that. If you want to see space that much you just have to buy the expansion.
