Alternately, if you have a joystick with hat controls, you can look around that way. Going to ctrl-o and under interface controls (or it might be misc tab) you'll find HAT adjustments. Note, this isn't in the keybinding section.
A slider controls the degree of panning from left to right, and up to down. Set to taste. I like it at just past 90 degrees to either side, which is about 1/4 to 1/3 setting on the pan slider. You can also set the HAT display to snap back to center, and the speed at which it snaps. Play around for your prefrences.

such as look down and up without moving your whole ship? like to look at buttons/controls in your craft?

Hold down your zero Key on the numpad... Now use your mouse, keys or joystick to look around.
Works outside the ship too.
