this is probably a part of the answer, the ground game is similar, you get advantages being in either rebel alliance or empire.

Currently, there are no ship certifications at Master Privateer, as opposed to both factional Pilot professions, and Privateer doesn't even get a 2-seater.
To encourage people to take up the Alliance or Imperial Pilot professions, there should be factional rewards tied in with a more meaningful GCW, both on ground and in space. The current situation isn't encouraging people to play a factional Pilot, but just discouraging them from playing a Privateer.

Yes but we don't get atwo seater like the rebel Y-wing and the TIE Agressor.
Also Imp and Rebels get a solo ship at master level but we do not. B-wing and Tie Opressor (i think). Sure we get access to the Firespray but every master does.
Privateers really are the smuggler of space.....they got shafted as well
All proffesions get multiclass ships but Privateers are the only ones not to get a two seater
Nah, the answer is probably that the 2-seater ships were an afterthought, they didn't become 2-seaters until fairly late in beta, I believe.

I think you summed up what I was trying to say very nicely with the last paragraph.
The GCW incentives should be the way to go. That way factioned players on the ground would have more reason to continue the fight for the Alliance/Emperor in space. Maybe add a small FP bonus or grouping bonus for defense (although this should be done through Squad Leaders but...ya know how the ground/space thing is) or something.
Riotcontrol really stated it the best when he said "The current situation isn't encouraging people to play a factional Pilot, but just discouraging them from playing a Privateer" and this is dead on. Me and my girlfriend have been playing this game together since March (Day 1 for me) and I almost took up Rebel Pilot just so we could fly the Y-Wing together...I was going to give up the YT-1300, the Black Sun fighters, and flying for the Smuggler's Alliance just for the two-seater. Had it been a factional incentive and Privateer had a 2-seater, it wouldn't have made a lick of difference since we're both neutral and plan on staying that way until they add a 3rd criminal/Hutt faction in 2011.
I do believe they added the two-seater capability with about 2 or so weeks left in Beta. I think it was shortly after they did the PvP weekend. What I don't get is why they decided not to do it to a Privateer ship. The Kimogila Heavy Hutt already has a circular turret looking thing on top. It'd be like going to Wal*Mart with your threetwins and buying two of them toysfor playing inband at schooland leaving the 3rd one out because he just didn't like band and wanted to play baseball.
