I'm having a serious problem hitting my targets.

I can line up my targeting reticle with the leading cross-hairs farelly well but can't hit anything in dozens upon dozens of shots. This problem has been in effect with dozens of ships, and with only 4 that were not hard to hit.

On several disabled ships, meaning they aren't moving at all, I can line up my reticle dot-on-dot with the targeting cross-hairs and still not hit a thing. Varied distances have not had any effect on this. I have repeated this several times.

Also, I can hit a ship aiming at a point other than the cross-hairs, get a sheild glow or blast from the hull indication a hit, but still no damage at all. In each case, I know it is not from low powered or ineffective weapons as I've managed to do some damage to the target. Again I have had this happen multiple times.

Is this a bug, or are the ships supposed to be this hard to hit?
